STATELABS’s work is guided by several strategic objectives that define its core purpose andlong-term goals. These objectives direct the Institute’s programs and initiatives across all thematic areas:
Inform Policy and Governance Reforms
Provides rigorous, evidence-based research
and analysis to inform policymaking and institutional reforms at both central and local
government levels. The Institute promotes policy innovation and adaptive solutions that
respond to Somaliland’s evolving governance challenge. By producing reliable data and
policy options, STATELABS aims to guide leaders toward sound public policies and
best practices in governance.
Promote Decentralization and Regional Equity
Serve as a convening platform for
inclusive dialogue that brings together government officials, traditional leaders, civil
society, youth, and marginalized groups. By fostering open and participatory
conversations and consultations, STATELABS helps build consensus on critical policy
issues and reinforces social cohesion. This approach reinforces state-society relations and
ensures that a diverse range of voices inform national decisions.
Facilitate Inclusive Dialogue and Participation
Serve as a convening platform for
inclusive dialogue that brings together government officials, traditional leaders, civil
society, youth, and marginalized groups. By fostering open and participatory
conversations and consultations, STATELABS helps build consensus on critical policy
issues and reinforces social cohesion. This approach reinforces state-society relations and
ensures that a diverse range of voices inform national decisions.
Strengthen Accountability and Institutional Capacity
Promote transparency,
accountability, and effective performance in public institutions. STATELABS provides
analysis and recommendations to enhance institutional capacity and integrity (for
example, by improving public financial management or service delivery mechanisms),
thereby increasing public trust in governance. In parallel, the Institute works to empower
civil society and citizens with knowledge and tools to hold leaders accountable in a
constructive manner.
Enhance Climate Resilience and Environmental Governance
STATELABS strengthens
climate resilience by supporting communities and institutions reduce risks and protect
natural resources. The Institute ensures that environmental priorities shape local and
national decisions, with focus on rural and pastoralist communities most vulnerable to
climate shocks, and links these efforts to sustainable development and peacebuilding
