Research Services

STATELABS conducts a broad range of policy research, from short-term studies to in-depth long-term research projects. The Institute’s research methodology emphasizes evidence and neutrality – utilizing tools such as surveys, interviews, data analysis, and stakeholder consultations. STATELABS also incorporates participatory research methods, involving local communities, youth groups, and civil society in study design and implementation. This approach ensures that those most affected by governance challenges are represented in the findings and solutions. Each research undertaking is aligned with one or more of STATELABS’s thematic areas, ensuring relevance to Somaliland’s needs. The topics can range from analyzing the impacts of a new decentralization policy, to evaluating the efficiency of public service delivery in health or education, to assessing mechanisms for conflict resolution at the community level.

STATELABS is committed to publishing and disseminating its research widely. Key publications include: policy briefs that summarize findings and recommendations for policymakers; comprehensive research reports that document methodology, analysis, and detailed insights; and occasional papers or opinion pieces that contribute to public debate. STATELABS uses visual formats such as infographics, interactive dashboards, and translated summaries to make its publications accessible to a broad audience including remote communities. STATELABS also laverages digital platforms for data collection, citizen feedback, and dissemination through mobile surveys, online consulations, and data visualization tools designed for local needs.

By providing high-quality, context-specific research, STATELABS has become a resource hub for data and analysis on governance in Somaliland. Its studies are frequently referenced by government ministries, development partners, and other civil society organizations when designing interventions or reforms

Advisory Services

In addition to published research, STATELABS provides expert advisory and consultancy services. Leveraging its research expertise and on-the-ground knowledge, STATELABS offers advice to stakeholders seeking to implement policy recommendations or improve their operations. This can take many forms: technical advice to government bodies drafting legislation or developing policy frameworks (for example, advising on a Local Government Act or decentralization policy guidelines); consulting services for international donors or NGOs to design programs that align with local governance realities; and facilitation of strategic planning processes for public institutions (such as helping a ministry or municipality outline its five-year strategic plan with citizen input).

Once publications are disseminated, the STATELABS engages stakeholders actively to follow-up the uptake of recommendations through holding post-research policy dialogues, breifings, and feedback sessions that translate findings into actions. in politically sensitive settings, the STATELABS applies conflict-sensitive protocols, transparency practices, and codes of conduct.
