Scope Summary

While STATELABS’s mandate and vision are national in scope, its activities are sensitive to the geographic and social diversity within Somaliland. The Institute’s work primarily focuses on Somaliland – engaging at both the national level (with central government institutions and nationwide policies) and the sub-national level (with regional administrations, districts, and local communities). STATELABS strives to be inclusive of all regions of Somaliland, including those in the east and other historically underserved areas, recognizing that balanced regional development and representation are critical for national stability and unity.

Geographic scop

In practice, this means STATELABS conducts field research and convenes dialogues not only in the capital Hargeisa, but also in regional centers and localities across Somaliland. By maintaining a presence and partnerships in multiple regions, STATELABS ensures that its analysis reflects the perspectives of various communities – from the more urbanized west to the remote eastern districts. Special attention is given to communities that are often excluded from policy making processes, including pastoralist groups, women, and youth in remote regions. By working directly with communities across Somaliland, STATELABS ensures its work reflects local experiences ad perspectives, giving all regions an equitable opportunities to influence research and policy discussions.

Although Somaliland is the core focus, STATELABS also remains attuned to broader regional dynamics in the Horn of Africa. Comparative insights from other contexts (such as Somalia’s federal system or governance innovations in neighboring countries) are taken into account to enrich Somaliland’s policy discourse. Additionally, STATELABS’s publications and findings are shared regionally and internationally, positioning Somaliland’s experiences within global conversations on governance and development. This outward-looking approach helps forge knowledge exchanges beyond Somaliland’s borders, even as STATELABS stays rooted in local realities.
