STATELABS recognizes that partnerships and collaborations are vital for amplifying impact and ensuring sustainability of its initiatives. The Institute actively forges relationships across a spectrum of actors, both within Somaliland and internationally, to complement its strengths and expand its reach.

Government and Public Sector

STATELABS maintains constructive working relationships with various Somaliland government bodies. While preserving independence, the Institute collaborates with ministries (such as the Ministry of Interior on decentralization matters or the Ministry of Planning on development policy) and legislative committees by providing research input or serving on technical working groups. Local governments and district councils also partner with STATELABS on pilot projects and capacity-building efforts. These partnerships with authorities help ensure that STATELABS’s recommendations are practical and aligned with policy processes, and they create channels for the Institute’s work to inform official strategies and reforms.

Academic and Research Institutions

As a knowledge-driven entity, STATELABS values collaboration with universities, think tanks, and research networks. Locally, STATELABS works with Somaliland’s universities and policy centers to conduct joint research, share data, and co-host academic seminars. Regionally and globally, the Institute connects with peer think tanks and international research organizations to exchange expertise and comparative experiences. Such collaborations elevate the quality of STATELABS’s work (by incorporating global best practices) and also put Somaliland’s governance innovations on the map for a wider audience. For example, STATELABS might team up with a regional think tank to compare decentralization outcomes in different countries, or participate in global conferences to present findings from Somaliland.

STATELABS partners closely with local civil society organizations (CSOs) and community-based groups, especially on projects that involve grassroots engagement. By working with organizations that have deep community ties – such as women’s coalitions, youth associations, or development NGOs – STATELABS ensures its interventions are culturally sensitive and community-owned. CSO partners often assist in mobilizing participants for dialogues, disseminating information in local languages, or implementing follow-up activities based on STATELABS’s research. This symbiotic relationship allows STATELABS to extend its outreach, while CSOs benefit from the Institute’s technical expertise and evidence base to strengthen their advocacy efforts.

Many of STATELABS’s projects are supported by or implemented in cooperation with international donors and agencies (for instance, United Nations agencies, international NGOs, or bilateral development programs). STATELABS positions itself as a local expert partner for these international actors, offering contextual knowledge and research capacity that enhance program design and effectiveness. In collaborative projects, STATELABS often acts as the executing partner on the ground, managing project components that require local insight – such as conducting baseline studies or facilitating stakeholder workshops – while aligning with the broader objectives set by the international partner. By maintaining credibility with both local stakeholders and international funders, STATELABS functions as a bridge that helps tailor global support to Somaliland’s context.

Finally, STATELABS is an active member of networks and coalitions that further its mission. This includes thematic networks on governance and development, coalitions of civil society for democratic reforms, or working groups focused on the Sustainable Development Goals (SDGs) in Somaliland. Through these platforms, STATELABS collaborates beyond one-on-one partnerships, contributing to collective initiatives like national development plans, election observation missions, or policy coalitions advocating for legal changes. These broader collaborations amplify STATELABS’s voice and allow it to shape and support multi-stakeholder efforts tackling complex challenges.
